The Current Editions: WOME Standards and Regulatory Status, August 2026
As at 5 August 2026 the governing NATO storage standard is AASTP-01 Edition D Version 1, promulgated 4 November 2025, which superseded Edition C Version 1 of 2023. AOP-15 remains at Edition 3 and AOP-7 at Edition 2. STANAG 4107 stands at Edition 14 of 4 June 2025. The UK DSA 03.OME Part 1 Code of Practice suite sits at version 2.0, February 2026.
Scope and method
This is a status register, not a news report. It records the edition, version and date of the open-source Weapons, Ordnance, Munitions and Explosives (WOME) publications that a safety case author, an ammunition technical officer or a procurement specialist is most likely to cite this month, and it links each entry to the authority that publishes it. Every line below carries its own source link so a reader can confirm the entry without leaving the page and without trusting this register.
Edition and status claims for NATO documents are taken from the NATO Standardization Document Database (NSDD) maintained by the NATO Standardization Office (NSO), which is the promulgation authority. Where NSDD does not expose a promulgation date, the date is taken from a national standards body or an authorised distributor that mirrors NSO metadata, and the two were cross-checked against each other before an entry was written. United States entries come from the Defense Environment, Safety and Occupational Health Network and Information Exchange (DENIX), the Air Force e-Publishing service and the Defense Logistics Agency ASSIST register. United Kingdom entries come from the Defence Safety Authority (DSA) collections on gov.uk. Commercial standards aggregators were used to corroborate dates only, never to establish an edition, because several of them still present superseded editions as current. NATO standards and Allied publications
The storage baseline moved last November and a good deal of published commentary has not caught up. AASTP-01 is now at Edition D.

Two points are worth drawing out for anyone maintaining a citation set. First, the AC/326 Conventional Ammunition Safety Group and the AC/327 Life Cycle Management Group remain separate lanes: AC/326 owns the storage, qualification and assessment publications above, and AC/327 owns STANAG 4107 and the Allied Quality Assurance Publication suite. Nothing in the 2025 STANAG 4107 revision reaches across into ammunition safety competence. Second, the title of AASTP-1 changed years ago. The wording still circulating as "Manual of NATO Safety Principles for the Storage of Military Ammunition and Explosives" belongs to the 1997 first edition. The current title is "NATO Guidelines for the Storage of Military Ammunition and Explosives".

MSIAC tools, training and the 2026 calendar
The Munitions Safety Information Analysis Centre (MSIAC) runs the AASTP-1 and AASTP-5 Lecture Series, which is where the quantity distance material in those two standards is actually taught. It is one course, not two: hazard class and division, barricades, quantity distance and explosive safety munitions risk management are practical exercises inside the same series. Courses run five to seven times a year at a stated fee of EUR 2,500 per person for staff of NATO and Partner nations that are not MSIAC members. Each course takes 25 students, of whom 20 places are reserved for nationals of the host nation and five are open to international attendees. All six of the 2026 courses currently show no remaining international places. The published 2026 schedule runs Kaufbeuren in Germany on 13 to 17 April, Tampere in Finland on 20 to 24 April, Breda in the Netherlands on 1 to 5 June, Catalayud near Zaragoza in Spain on 15 to 19 June, Versailles in France on 7 to 11 September, and Canberra in Australia on 16 to 20 November.
The Canberra date is not a coincidence. PARARI 2026, the Australian Explosive Ordnance Safety Symposium, runs 24 to 26 November 2026 at the National Convention Centre in Canberra under the theme "Proportional Safety, From Competition to Conflict". It is managed by the Directorate of Ordnance Safety and has been held biennially since 1993, drawing over 700 delegates in 2024. Early bird registration closes on 9 August 2026, which is four days from the date of this register. Separately, the Energetic Materials Technology Working Group was formed in 2023 as the successor to the Insensitive Munitions Technology Symposium and the Insensitive Munitions and Energetic Materials Technology Symposium, and is now the standing forum for that community.
On tooling, the MSIAC Safety Assessment Software Online generates a manufacture to target or disposal sequence and the corresponding set of munition safety requirements drawn from international and national standards. Version 4.0 introduced a drag and drop interface for building and visualising munition lifecycles. It maps directly onto the DSA 03.OME Part 1 DCOP 104 manufacture to target or disposal sequence requirement discussed below, which makes it the practical bridge between the NATO requirement set and a UK safety case.
US explosives safety regulation and technical papers
The United States picture is stable at the regulation level and active at the guidance level.

Two of those documents sit directly opposite the AASTP-01 Standards Related Documents noted earlier. TP-15 on approved protective construction and TP-26 on site plans occupy the same ground in the US system that the AASTP-01 site plan and nationally approved structures documents occupy in the NATO one, which makes them the natural comparison pair for anyone working a bilateral or NATO-hosted storage argument. Note that TP-26 Revision 1 still elaborates DESR 6055.09 Change 1 and has not been reissued against Change 2.
On the organisational side, the US Army activated a Portfolio Acquisition Executive for Agile Sustainment and Ammunition at Picatinny Arsenal in a ceremony on 20 January 2026, announced publicly on 2 February 2026. It combines the Joint Program Executive Office for Armaments and Ammunition with combat logistics capabilities drawn from Program Executive Office Combat Support and Combat Service Support, giving one organisation direct and indirect fire ammunition, close combat systems, explosives, pyrotechnics, and the associated logistics, fielding and sustainment. Major General John T. Reim commands. The figure of 1.1 billion dollars a year quoted in the announcement is Army-wide annual investment in depots, arsenals and ammunition plants, not a budget for the new organisation, and it should not be reported as one. For procurement quantities and unit values, the FY2026 Procurement of Ammunition, Army justification book submitted in June 2025 requests 3,734,235 thousand dollars, split 2,490,689 thousand for Budget Activity 01 Ammunition and 1,243,546 thousand for Budget Activity 02 Ammunition Production Base Support. That is a request figure, not an enacted appropriation.
UK Defence Safety Authority regulatory set
The full DSA 03.OME Part 1 Defence Code of Practice suite now sits at version 2.0 dated February 2026. That is all eighteen codes, DCOP 101 through DCOP 118, not a subset. The ones that bear most directly on munitions technical work are DCOP 112 OME Vulnerability (Insensitive Munitions), DCOP 105 Safety Risk Management, DCOP 118 Certification of Defence OME and DCOP 114 Gun Barrel Proof. Also in the v2.0 set are DCOP 104 Manufacture to Target or Disposal Sequence, DCOP 106 Classification for Transport and Storage, DCOP 107 Explosive Materials Qualification and DCOP 108 Initiation Systems Qualification. There is a metadata trap on this page: gov.uk shows a "Last updated" date of 20 November 2025 and carries no 2026 change note, while the attachments themselves are February 2026 version 2.0 files. Cite the document version, not the page date. DSA 03.OME remains the UK baseline that replaced the withdrawn JSP 520 and JSP 482.
DSA 03.OME Part 3: Ranges shows a last updated date of 28 May 2026, but the change was narrow. It updated DCOP 313 Fieldcraft Training Areas, which had itself only been added on 14 May 2026. The substantive Part 3 volumes are older, with Volume 2 at version 2.1 of September 2025 and Volumes 1 and 3 dating from October 2019. This is not a wholesale revision of Part 3 and should not be presented as one.
The Defence Ordnance Safety Regulator (DOSR) Regulatory Notices collection was last updated on 3 July 2026. Two of those deserve more attention than they have had. RN 2026-03 on separation distances between solar farms and defence explosives facilities is a genuinely novel siting constraint, arriving at the same moment the United Kingdom is choosing sites for six new energetics factories. And RN 2026-07 is the second notice on the withdrawal of the Defence Ordnance Management Environment, following RN 2026-02 and the advance notification in RN 2025-09, which means the submission and assurance route for OME safety cases is mid-transition rather than settled.
One further notice links the UK set back to the NATO set, and it carries a hard date. RN 2025-07, Project COWLEY, dated 9 July 2025, covers UK adoption of the NATO AASTP-1 quantity distance tables. The notice makes the new NATO quantity distances mandatory from 1 January 2028. Until that date they can be used as an Alternative Acceptable Means of Compliance under the process in DSA 02.OME version 3.0. Adoption is phased rather than instant: as each current explosives licence reaches its review and renewal point, the replacement licence is written against the new NATO quantity distances, and the notice expects full transition to take about five years. The notice refers to AASTP-1 generically and names no edition, and it predates the move to Edition D by roughly four months. UK munitions industrial base and procurement
The regulatory picture above is the compliance envelope for a construction programme that is now moving. The Defence Investment Plan, published 30 June 2026, commits 11.1 billion pounds to munitions and weapons within a headline 298 billion pounds over four years, and states that by 2030 the United Kingdom will have built at least six new energetics factories. The plan's own terminology is Deep Precision Strike, alongside low cost cruise missiles and one way effectors, and it records 190 million pounds for joining the Precision Strike Missile programme with Australia and the United States. The House of Commons Library briefing CBP-10935 of 2 July 2026 rounds the munitions line to 11 billion pounds and is the source for the 1.4 billion pound Stratus commitment, which does not appear in the plan document itself.
On 29 July 2026 the Ministry of Defence placed contracts with 22 companies, worth up to 300,000 pounds each, to study candidate sites for new energetic materials factories. Findings are expected by the end of September 2026, the strongest proposals are to be offered Front End Engineering Design contracts worth up to 5 million pounds each, and construction of at least six new munitions and energetics factories is planned to start by the end of 2026. Four things are running at once here and they interact: quantity distance tables that changed edition nine months ago, a Project COWLEY transition that has not resolved which edition of those tables a renewed licence is written against, the withdrawal of the digital route for submitting and assuring the resulting safety cases, and site decisions expected inside this calendar year. Anyone doing siting work against a quantity distance argument this autumn should establish which table set the eventual licence will be assessed on before the argument is fixed, rather than after.
Two artillery procurement entries complete the picture. Defence Equipment and Support published a 53 million pound long lead item award on 13 March 2026 covering the height adjustable mass for 37 RCH 155 systems, meaning the barrel, muzzle brake, breech, recoil system and trunnions, with 30 million pounds supporting large calibre barrel production at Rheinmetall's Telford gun hall. The contract itself was awarded by the Organisation for Joint Armament Cooperation to ARTEC GmbH on behalf of the British Army, not by Defence Equipment and Support, and the later main award covers 72 systems. Separately, the Procurement of Artillery 155mm Primers UK4 notice, published on Find a Tender on 8 December 2025, sought 98,000 tubular primers to RWS specification 2432426 and TL 376635, compatible with the Archer gun system, at an estimated 3 million pounds excluding value added tax. That notice closed on 30 April 2026 with a stated award decision date of 19 June 2026, so it is a closed competition and not a live opportunity.

Move storage citations from AASTP-1 Edition C to AASTP-01 Edition D Version 1 of 4 November 2025, and update the title at the same time. Cite AOP-15 as Edition 3, since no lettered edition of that publication exists. Cite AOP-7 as Edition 2 until the drafted Edition C is actually promulgated.
