Modern NATO standardisation practice separates the political instrument from the technical content: the STANAG is now a short covering agreement that promulgates an Allied Publication carrying the substance. So the honest answer to "what would it look like" is two documents. A two-page STANAG cover in which nations agree to implement the method, and a covering Allied Engineering Publication (AEP) holding the methodology itself. Both are drafted below: the STANAG in full, the AEP as a complete chapter-and-annex skeleton with the load-bearing clauses written out.
The design intent throughout is to close the specific gap documented in the ISC review of 2 July 2026: NATO standardises what small arms are (STANAG 4172, the EPVAT proof regime) and how their quality is assured (STANAG 4107 and the AQAP suite), but no NATO standard on the public record owns whether a candidate weapon wins its vignettes. This draft gives that question an owner, a format, and, critically, a legally survivable route into the tender.

Vignette-Based Assessment for the Selection and Through-Life Assessment of Dismounted Combat Weapon Systems (V-BAM).
This STANAG promulgates AEP-XXX Edition A Version 1, "Vignette-Based Assessment Methodology for Dismounted Combat Weapon Systems". Upon ratification and promulgation, AEP-XXX becomes the NATO standard for scenario-based operational assessment of individual weapons, section-level support weapons, their ammunition natures and integrated fire-control, at selection and through life.
The aim of this agreement is to standardise the method by which NATO nations define tactical vignettes, assess candidate dismounted combat weapon systems against mission outcomes within those vignettes, express the results as pre-published award criteria compatible with national and European procurement law, exchange the resulting data, and re-assess fielded systems as the threat evolves. The agreement standardises the method of assessment. It does not standardise any weapon, calibre or ammunition nature, and it does not replace technical qualification, proof, interchangeability or safety standards.
This STANAG is implemented by a nation when it has incorporated the methodology of AEP-XXX into the national instructions governing the requirement-setting, solicitation, assessment and through-life review of dismounted combat weapon systems, and has notified the NSO accordingly.
Tasking authority: NATO Army Armaments Group (AC/225). Custodian: Land Capability Group Dismounted Soldier Systems (LCG DSS), acting through a joint Vignette-Based Assessment Working Group formed from the Soldier Capabilities Analysis and Small Arms Ammunition Interchangeability working groups, with standing liaison to AC/327 (Life Cycle Management Group, whose remit includes quality assurance) and AC/326 (munitions safety).
Ratification requests, reservations and implementation notifications to the NSO in the standard manner. Feedback on AEP-XXX to the custodian for consideration at the biennial vignette-set review.
States the problem in one paragraph: technical standards verify that a weapon functions, is safe, and is interchangeable; no existing Allied publication verifies that it achieves tactical outcomes in defined scenarios. Scope: individual weapons, section support weapons, ammunition natures, integrated fire control; applicable at requirement-setting, competitive selection and through-life review. Explicit non-scope: this AEP does not qualify ammunition, does not certify safety, and does not rank nations' doctrinal choices.

Mandates the Annex A single-page format per vignette: identification and version; the seven defining fields; the applicable MOEs and their thresholds and objectives; the evidence sources permitted (simulation, instrumented live fire, or both); and a data-provenance block recording where the vignette's threat and range assumptions come from. The provenance block is deliberate: behavioural and engagement-range claims must trace to citable combat data or validated studies, a direct lesson from the serious and unresolved evidentiary challenges to the S.L.A. Marshall fire-ratio figures. A vignette whose assumptions cannot be evidenced is marked PROVISIONAL and cannot carry award weight.

Items 5, 7 and 8 encode the Ukraine-era lessons and the DOT&E mission-reliability construct respectively; item 3 encodes the G36 failure condition (hit-probability degradation in a hot weapon, from firing or environment, with cook-off margin recorded only as a safety datum); item 4 encodes the armour-overmatch band. The set is a floor, not a ceiling.
Vignettes and environments are orthogonal axes, and Annex B requires both. Each vignette carrying award weight is executed across the environmental envelope where operationally relevant, producing a vignette-by-environment matrix, and results are reported per environment with a per-environment floor, never as an all-climates average alone. The reporting rule exists because averages hide the killer datum: in the UK's 2001 comparative trials the L85A1 averaged 55 percent reliability across four climates while delivering 6 percent in the Kuwait hot-and-dry serials. An average can carry a weapon past a threshold that one theatre would fail outright, and soldiers deploy to theatres, not to averages.
Precedent: the UK Battlefield Mission campaign, 2001–02. The SA80 A2 acceptance regime is the closest historical execution of this chapter and the direct model for the envelope. Rather than a bench life target, the Ministry of Defence tested both variants against a Battlefield Mission profile fired repeatedly in four climates: cold/dry in Alaska, hot/wet in Brunei, hot/dry in Kuwait and temperate at Warminster, against pre-published reliability floors of 90 percent (Individual Weapon) and 70 percent (Light Support Weapon). The A2 acceptance results, reported to Parliament: 126,000 rounds and 840 Battlefield Missions on the IW at 99.40 percent overall (99.52 Alaska, 100 Brunei, 98.1 Kuwait, 100 Warminster) and 374,400 rounds across 390 missions on the LSW at 92.56 percent. The same trial design run against the unmodified A1 returned 55 percent across climates and 6 percent in Kuwait: the environment-structured mission test told the truth about the same weapon family that sixteen years of environment-blind acceptance had concealed. The campaign also fed the A2's readmission to the NATO Nominated Weapons List in March 2002, showing an environmental mission campaign and the NATO technical lane running in series, exactly as Chapter 9 intends.
The core set is the floor; the growth mechanism is the harvest. Every current national small-arms requirement encodes a tactical scenario some nation has already paid analysts to define, so the biennial Annex B review ingests allied requirement sets as a standing vignette source, with the originating requirement recorded in each vignette's Annex A provenance block. The point of the standard is exactly this: one common vignette process as the NATO minimum, fed by what nations are already learning separately. The 2023–2026 requirement landscape yields eight candidates beyond the Edition A core:

Two harvest notes. The German System Sturmgewehr requirement (G95A1, accuracy retention under sustained-fire heat) is not a new vignette: it is direct national provenance for core vignette 3, with the caveat that press reporting in early 2024 disputed the G95A1's own performance against that requirement in trials, which is itself an argument for the pre-published floors of this standard. And the XM8 decision shows the harvest loop closing inside one programme: touch-point evidence generated a new requirement, which now generates a new assessment vignette for everyone.
Defines the MOE catalogue, each with its measurement method and minimum instrumentation; requires every assessment to carry at least one system-level MOE so that formation-level properties (one cartridge feeding rifle and machine gun, resupply collapse, common magazines and belts) are visible to the scoring, which item-level compliance matrices structurally cannot see. MOPs remain in use as entry gates and safety screens, never as substitutes for MOEs.
This chapter is the reason the standard would matter. The documented objection to vignette trials at award stage is legal: European directives and NATO award routes require objective, pre-published, non-discriminatory criteria, and a live-trial judgement looks like none of those. Chapter 7 makes the vignette assessment satisfy the law on its own terms:
In short, the law is less of an obstacle than practice assumes. Article 47 of Directive 2009/81/EC already admits operational characteristics as award criteria where they are disclosed and weighted, and structured expert or user judgement is permissible within them. What is missing is a standardised, audit-ready way to run the assessment. France's AIF campaign, 54 firing days and more than 190,000 rounds with STAT, CEAM and FORFUSCO, shows large-scale operational trials are practicable inside a European legal framework; V-BAM adds the pre-registration, instrumentation and audit layer that makes the result routine rather than brave, which is exactly what a compliance-only matrix structurally omits.
Triggers: threat or protection-level change relevant to any core vignette; entry into a materially different theatre; a fleet defect or user-confidence signal; or five years. Re-assessment may be simulation-led with confirmatory live firing. Results feed national equipment plans and the biennial core-set review. Re-assessment is tied to the in-service surveillance plan (ammunition ageing, storage history, lot sampling and weapon-ammunition compatibility per AOP-63) so the capability picture and the stockpile picture move together. The precedents are plain: the L85A1's faults surfaced on operations, the XM7's (since type-classified M7) in operational test; through-life assessment exists to surface them earlier and on purpose. The closest national analogue is the US Army Test and Evaluation Command's Continuous Evaluation Campaign practice.
The technical-evaluation interface is the D/14 Handbook, current issue AC/225(DSS)-D(2018)0006, Evaluation Procedures for Future NATO Small Arms Weapon Systems (the 2018 revision of the 2001 original). D/14 already standardises weapon-level evaluation in depth, from kinematics, endurance and climatic extremes through cook-off, barrel heating and hot-weapon performance to human factors and a chapter of common military tests. V-BAM does not replace or re-run any of it. An assessment under this AEP consumes D/14-class results as its item-level evidence and entry gates, and adds the layer the current handbook does not carry: mission-outcome measures inside pre-published vignettes, the tender bridge, and through-life re-assessment. Entry gates keep their own authorities and are passed separately: proof and inspection under AEP-97, ammunition interchangeability under the applicable calibre AOP (AOP-4172 for 5.56 mm), and ammunition Safety and Suitability for Service under AAS3P-22, which AEP-97 expressly places outside its own scope.
V-BAM evidence enters the quality lane as objective evidence within deliverable quality plans under AQAP-2105, inside AQAP-2110-contracted quality requirements; it never substitutes for Government Quality Assurance under STANAG 4107. Safety qualification under AC/326 publications remains an absolute precondition: no vignette score can offset a safety non-compliance. The joint custodianship in the STANAG cover exists precisely so the capability question finally has an owner without creating a fourth disconnected lane.
